Hesitation on throttle up

I have a 1995 Mercury 2.0 V6 outboard and when I throttle up from stand still the motor hesitates then accelerates to WOT. I cleaned the carbs with Sea Foam and then changed the plugs and still has same problem. Does anybody have any other suggestions?

Indicates slightly lean idle mixture

Sea Foam in the fuel isn't enough

Total tear down, soak, spray carb cleaner thru all ports and passages, follow with compressed air thru every port/passage

Should be fine again
