what should the compression be?

I have a 1973 Evinrude 9.5hp motor. The top compression is 70 and the bottom is 60. What should the compression be?

Measurements depend too much on the guage and technique used to specify some minimum, but yours seem low and, worse, are not within 10% of each other.

I would do a thorough decarb and try again.
