Mercruiser steering problem

I have a weird problem I need advice on. I have a 5.7 Mercruiser 260hp I/O. When I am cruising under 2800 rpm all is well, when I go over 3000 rpm for no reason, the boat suddenly pulls hard to the right without warning and without the steering wheel turning. Likewise if I am at any speed and cut back to a neutral throtle, the same thing happens. As long as I am under 2800 rpm though it is OK but the steering is sluggish.

Any ideas?

Two things come to mind right off.
1. is the steering cable binding on something near the Power steering cylinder on the transom shield (Does it have power steering and what year is this 5.7)

2. Is the trim tab anode on the back of the drive loose so it can move back and forth?
