25hp evinrude - runs like prop is slipping

Just got a used boatwith a 25 HP evinrude. Starts and runs fine. Pin is intact.

Console stearing and controls. Sometimes after shifting, the engine runs as if the drive train is slipping. Prop is turning and drives boat. But can only go about 5 mph or maybe 1/8 throttle because RPM get too high. Runs as if the engine had no load. If this was a car, I'd say the clutch or transmission is slipping.

Any advice were to start?

What year engine? It may have a hub on the prop that is spun...

Prop hub. Change props or have it re-hubbed. Re-hubbing has to be done at a prop shop because it takes specialized equipment.

there are 2 metal hubs, joined buy a rubber bushing. the rubber goes bad.
