Was the head gasket bad?
Pressurize the cooling system and listen for the bubbles. Could be cracked block, cracked head, Bad head gasket(probably not since replacement didn't fix it) or bad exhaust manifold or elbow, probably not since the water is below the rings and not above( i am making an assumption here based on your having removed the head and you did not mention finding water or rust in the cyls.)
