My 1989 Evinrude 150 is not running on all cylinders?

I have done winter/spring maintenance on my engine for the last 8 years and all ran great. Last year I decided to have it tuned by a real mech. It took all summer to get it back - I ran it once before storing it. It ran great.
I put it in this summer, and the first time out it overheated to the point of blistering the heads.
I replaced head gaskets, thermostats and heat sensors and everything that melted myself.
It ran well the first time. Some bogging at initial throttle.
The second time out, it bogged when throttled up - but ran well at high speed. However at lower speed it seemed to vibrate a lot.
The third time out it would not throttle up without stalling first and used a ton of gas when running at higher speed - AND it did not sound as though all cylinders were firing.
I have the manual, but don't want to go willy nilly and continue replacing parts without having a clue first. Where do I go from here?
Does anyone have a thought?
