200hp mariner

My 200hp mariner outboards won't go up to their correct RPM when in drive. They will go up one at a time. I have a Chris Craft 31.2 center council. Cleaned the engine of all algae and put top grade gas in. Any ideas of what the problem could be?

Resticted / dirty fuel/water filter or too small of a fuel line.
