throttle cam adjustment?

should the butterfly valve be fully open(horisontal) when the throttle lever is at wot on a 1994 9.9hp jhonson? i am having a problum with this motor not reaching maxium rpms without tapping the primer button. i noticed that the valve is only about 75% open at wot. can someone tell me the adjustment procedure??:confused:

Yes it should be all the way open. But unless someone knows of a shortcut I highly recommend you get a manual and do a link & sync on it to be sure everything is right.
