1970 outboard runs at 50% speed

I start up my 1970 6hp johnson, and when in neutral and i turn the throttle it pumps water and sounds 100%, but when i pop it into foward gear and turn the throttle the motor only runs at what seems like half speed. If i let it run at half speed for a long time, every once and a while the motor kicks into 100% and runs full speed for 30 seconds or so, but then suddenly goes either dead or back down to 50%. Does anybody have any idea what is going on?

Welcome!!!
First thing I'd try is borrowing a new tank and fuel line to eliminate that possibility. Next be sure throttle linkage is reaching wide open by checking timing advance is fully open and carb butterfly is horizontal. Check condition of spark plug and replace if it's been over a year since replaced.
