8 HP Johnson 97 floods after tilting up

I have an 8 hp Johnson 97 that runs perfectly, kill it, tilt it up and run with the larger engine. I tilt it back and it won't start. Seems flooded. We did a full carb kit install.
Problem persists. what the heck?

disconnect the fuel line when tilted. the carb is out of level, and the float is open allowing it to flood. the sun on the fuel tank build up pressure.
