Got air in the line? Keep going up and down to bleed it off??
Just guessing here, it's what I would try.

Re: engine wont lift

If that is using the "trim switch" that is normal,"Trailer Switch" should raise it the rest of the way.

Re: engine wont lift

i tried pumping it up and down but it still only went a quarter way up. this is my first boat so this might sound like a stupid question but where is the "trailer switch"? the switch i used was on the throttle lever. i didn't know there were 2 switch's. thanks for any help

First of all, what drive do you have? Mercruiser has several different engine and drive combinations. The model of each would help.

They also don't have air compressors, electric motor driven trim pumps raise the outdrive (not the engine) up for trailering and shallow water operation.
There is also a trim limit switch on the outdrive that prevents the drive from being raised too far when running. There is also a trailer button on the control, or a seperate bypass button to allow raising the drive all the way.
