timing mark questions

1967 evinrude 60 hp sport four model 60733

check to pictures at bottom ,

Notes: the timing belt has been re-timed , i have manual for unit , but they is no mention of these two items i am asking about.

first pic , the start point stamped on the outer ring of the disturb. housing FIXED dose not move and the arrow on the disturb itself .

MY thoughts , there should be lined up at start of motor, then rotor towards the flywheel as throttle is increased?

next pic, (screw stop?) at back of disturb. , not sure what is or when should come into play? Note: when the unit was out of time the disturb. rested on the screw with the throttle down, after adjustment it dose not come close.

what is the screw and how should be adjusted?

on my 64 75 hp the timing mark lines up when the control is in the start postion then advances towarss the flywheel the scew i don't recall seeing o n mine so i can't help at all there hope this helps you some
