motor won't tilt in forward

I recently bought a used 20 hp mercury that won't tilt up when in forward gear; tilts up when in reverse. I was told by someone at work that this may be due to lower unit not being reinstalled properly after water pump impellor replaced. Something about the shift lever being in the wrong position for the gear it is in. Could anyone advise if this is possible and what position the shift lever and gear dog need to be in if I remove and reinstall lower unit.

Thanks for this. Sounds like the same problem I am having. Will try suggested fix.

Didn't read the thread. Just as a fact, fishing motors have a "tilt lock" that only engages in N and R gear to keep the engine from tilting up when trying to hand crank it and stay put when you are backing up. In F it disengages so that if you hit a submerged obstacle the engine can tilt up and pass over it.

Sounds like you are on the right track with improper shifter installation.
