yes!!
If it is in gear and dies when you give it some gas, then I suspect its a fuel problem. But it could also be an incorrectly adjusted cutout switch. If you can tell us which outdrive you have we can tell you where to look for the switch, but I would suspect a fuel problem.
Try cleaning the carb first.
It would be usefull to know which outdrive you have...
