I would like to upgrade this motor to a 15 HP the carb needs rejetting and the cam is the same is there any other changes that need to be made to bring up to 15? This will let me plane with 2 people in the boat.

If you change the jetting (to what?), it will have less HP, not more. Rarly is the HP increase between two models easy or inexpensive, you will need to compare "all" parts between the two models to find out. This question is asked frequently and with only a few exceptions, the answer is sell the one you have and buy the one you want.
