Question Cooling system issue with 30hp Evinrude

I recently aquired two 30 hp evinrude motors of dubious character. The first one I am working on, a 1986, has trouble consistently showing the tell-tale sign of the cooling system at work (that stream of water). When I first start it up, the stream is strong. After it warms up (after dying a couple times) it does not pee water and little or no water comes out of the two holes on the back of the engine. This is the case with both the muffs and in a tank of water. I hooked a hose up to the water tube and I am able to get a stream of water with both the thermostat installed and with it taken out (I wanted to see if there was some pressure loss through the exhaust port). The impeller is OK, not bad or not great. There is a lot of black gooey crud around the water pump when I have done my tests. I have not taken it our for a good run on the back of the boat because I don't want to row back to the dock. Does anyone have a clue what it going on?

no pee stream no cooling, the pee stream is an indicator that the impeller is pumping. not that the thermostats are opening an cooling the motor, replace the impeller with a complete water pump kit, not just the impeller.
