71 evinrude problems starting

so the boat was starting intermittently and when it finally did the prop wouldnt stop turning even tho i started it in neutral and all that jazz. then it finally goes into nuetral. so its running all fine but then a horn starts going off from the controls. yeah theres a horn in there. obviously some kind of alarm. but here's the catch. what is it alarming me of and how do i fix it. for info the motor is

and there's a horn in the controls. please help i wanna get this project done.

The horn means it is overheated.

so when the ears connected to the hose and everythings hooked up that doesnt necessarily mean that its going to cool the motor fully. or is there only a certain period of time that you can start it up with them on. any other idea what could be the problem?


any reason why it starts so inconsistently. when i turn the key nothing happens at all.

thanks for all of the useful info. please pardon my ignorance, i've undertaken quite a lengthy project and need quite a bit of help.

would you reccomend replacing those parts that you said above jsut to be safe??
