air hole in 9.5 HP carb

This is off a 1971 Johnson 9.5 HP. I was working on getting my carb cleaned up a second time around after a rebuild, and the hole with the arrow pointed to it in pic 1 has got my attention. It had a lot of goo in it the first time, and the second time I've taken it apart. I've soaked the whole carb in carb cleaner now, but wondering what this hole does, as it looks like it's covered by the gasket in pic 2. I have verified it goes from the outside of the carb all the way through to the float base side/bottom of the carb, next to the base of the throat, but then gets covered by the gasket. I'm wondering if it's important to the air flow of the carb, and is preventing my engine from revving out all the way, maybe causing it to run rich? Any ideas?

The hole is always open on all of the 9.5 carburetors. It leads to the high speed jet. If you blow gumout or air from the hole and/or in the opposite direction from the high speed jet, you can clean the line out.
