Merc/Tracker 50hp No Reverse Lock?

The boat I just bought has a Tracker outboard by Mercury. 50 hp. When I put it in reverse it does not lock down. I'm told it should. It is difficult to see what's going on on the underside of the motor because it's on a pontoon houseboat and enclosed in a cabinet. Could it just be stuck or is something broken? Any ideas?

The rev lock is not working, it cold be bent or damaged, if the unit has been off lately, the rev cam maybe installed wrong
