cooling 9.8 mercury 1963

I just purchase a 1963 9.8 mercury outboard. Changed cooling impeller get no water out pee hole. comes up copper pipe to engine then down shaft and out prop is this normal.

Yes and no. Some should come out the pee hole too. It's probably clogged. A blast of compressed air usually clears it.
