Merc 125 on Sea Ray 180 Power Issue

Im looking at buying a 1999 Sea Ray Boat with a Mrec 125 on it. It just does not seem fast at all. Maybe 33 miles an hour. Does anyone know what might be wrong? Should this package bring a faster speed?

If it seems to be running good then I'd look at two things....is the prop in good shape? Is it the correct prop? What's the rpm at wot? Does it plane easily(good holeshot?)? And the second would be to wiegh the boat...if you don't KNOW there isn't water in foam/wood, etc.
