40 HP Merc tune up

Hello, I've recently purchased my first boat; a Tracker with a '96 40 hp Tracker motor (which I understand is made by Mercury). I consider myself pretty mechanically inclined, but have little experience with outboard motor repair/service. I'm looking to do a tune up proceedure on the motor and was wondering where I could find and illustrated parts break down or blown up diagram of this model motor.

The motor tends to be cold blooded when starting and runs a bit rich. Is a tune up going to correct/improve this problem?

Also, its seems that the throttle only feeds the motor on the bottom 20% of the movement. From idle to 20% I hardly speed up at all. That bottom 20% is where all my power is comming from. Is this normal to have such a limited speed control?

At WOT the throttle plates should be all the way open. Before trying to do repairs start by buy a service manual by Mercury for the engine it will save you in the long run
