omc starting problems (part time)

I have a 88 305 omc. Half of the time it will start right up. the other half I get nothing (no sound) when I turn the key. I can jump it at the starter relay on the motor and it will start. I have replaced that relay as well as the starter, and tested the ignition switch (O.K.).
Is there a neutral safety switch somewhere?
Any Ideas??
