1988 200 Yamaha Hard Start and RPM Fluctuations

I am having a problem with one of my carbuerated 200 Yamaha's. It is very hard starting (ether only) and once started, the motor cannot stay at one RPM. It changes frequently, say from 28 - 39 hundred RPM. I had is running at 37 consistantly, but on the way back, it would not stay at 1 RPM. Everything else seems normal on the gauges and the engine. Anyone have any ideas?

First thought would be a fuel restriction. Fuel pumps and dirty carbs will cause this problem.

carb rebuild time and go from there
