Soaking carb without removing throttle plates?

The Mercury shop manual (see attached) says "place carburator body, fuel bowl, and metal parts in carburator cleaning solution..." I don't know if I should try removing the throttle plates and throttle shaft from the carb body before soaking or leave them installed on the carbs for soaking. I wonder what everyone else typically does with the throttle plates when soaking their carbs. Is it OK to leave the throttle plates and throttle shaft on the carb body when cleaning? It does not appear that there are any plastic parts involved.

The screws holding the plates to the shaft are pretty small, delicate and don's seem to want to unscrew. The Mercury shop manual says that the screws should be installed with Loctite 271. I am concerned about damaging something if Loctite 271 was previously used to install the screws. The literature for Loctite 271 says that heat is required to loosen.

I figure it is better to ask a question first rather than do things the dumb way.

You don't need to remove them.
