Johnson Sea Horse 5.5hp Carb/float

I have a 1960 Johnson Sea Horse 5.5hp (CD-17) that I picked up - it ran but not very well. Just recently pulled the carb off to rebuild it. Came to the float and valve assembly. Pulled the hinge pin and noticed the needle didn't have a spring (but the needle looked to be fairly new). Also, this needle doesn't have a notch to accept a spring. Now, my new needle has a notch to hook the spring to - but don't have a spring. Also, my new carb kit shows an exploded view of the carb, but it doesn't show a spring in the schem.

So, does anyone know if this carb is suppose to have a spring for the float/needle assembly? I'm assuming it should.

If it has a soft tipped needle, it needs the spring to drag it down. Otherwise, it will stick up in the seat.

Yes, both (old and new) needles have the rubber tip. Probably explain why it didn't run very good when I got it.
