got the lower unit on, forward works, nuetral is nuetral,but no movement in reverse is this normal HELP PLEASE

The reverse lock may be not be aligned or binding, have some one hold the pawls down then try to shift it. Remember when the engine is not running you must turn the propr by hand when shifting
