The motor starts and runs great out of the water. When it's put into the water it is hard to start and when put in gear it will only turn 1000 to 1100rpm. The compression is 100psi. The plugs, wires, powerpack, base timer, and fuel pump/oil pump has been replaced. The coils have been checked and the timing seems to be right. The carbs were removed and they were clean. Can someone tell me what to check or do next?

compression is equal on all cylinders at 100?

fresh fuel?
fuel line holding pressure?
fuel tank vented?

Spark test - should jump a 7/16" gap - just cause parts are new don't insure they are the correct parts correctly installed, or they're all working or all working together.

Remove carburetors, disassemble, soak overnight in carb cleaner, blow compressed air (or aerosol carb cleaner) through all passages, reassemble with new carb kits, reinstall, link & sync, adjust mixture screws if so equipped.

You can't determine visually whether a carb is clean because you can't see into all the tiny orfices.
