Your engine has a primer on it, not a choke it's a fairly simple system, when you pump the bulb up it fills the carbs, when you push the primer it opens a valve that lets fuel travel thru a line and prime the bottom 2 carbs. Reasons it won't work 1. the top carb has no fuel (stuck inlet needle) 2. the line between the carb and primer unit is obstruted 3. the primer it's self is plugged or not working. 4. the line from the primer to the carb or the fitting that lets the fuel in the carbs are obstruted
