Fuel pressure - DT200

Hello all.

I have a 1989 DT200 that I cannot keep idling in gear. It seems that if I keep moderate pressure with the fuel bulb, it will do fine, but if it is left to pump fuel for itself, it will eventually stall out. Both pumps have been rebuilt and there are no restrictions in the line (new lines, primer bulb, tank (last season), and fuel filters (external and internal).

Any ideas as to what I might be looking at? I show about 3-4 PSI pressure, but is seems inconsistent. I cannot find any fuel pressure specs in the factory manual, so I am unsure if I am dealing with a low pressure problem. Also, a firm squeeze of the fuel bulb seems to put it in the 8 PSI+ range.

Any thoughts would be appreciated.

Yes. New permanent tank with hoses and hardware. New through hull vent as well. Just to rule it out, I ran without the deck fill cap and it did not change.
