Force 9.9 rough start and lugging

My Force 9.9 is rough to start and once it starts, at idle and at high rpms, it will lug every 5 seconds or so to where you can see the flywheel slow down then it picks back up again. When it lugs it is accompanied by a clacking sound. It is also difficult to stay running and last time I took it out it lost power after about 15 minutes and barely got back in at full throttle.
