73 Evinrude 135 4cyl Power loss.....

I recently obtained the boat and motor and changed prop due to a spun hub. When the boat is in the water it idles fine and seems to operate at low speeds fine. When throttled down the boat will gradually increase speed but nothing spectacular just plows through the water, Then suddenly it's like the motor decides it might want to come to lifeand pulls through to a plane. The highest speed still did not seem like it was enough for this motor. After a coulple minutes thinking that what ever was going on might clear through and the boat will fly it does the opposite and slows down again. Pull the boat out of the water and 3 out of the 4 plugs are black and slightly wet.

Is it my Carbs or something else?

What was the condition of the #4 Plug and which cylinder was it? Have you done a compression test?
