Mercury 135 Losing Power

I have an outboard 2000 Mercury 135 and have taken it to 3 shops and nobody can seem to fix it! It runs fine up to 2000 rpm's, but then dies when you try to speed up. You can't punch it or ease into it. However, after about 20-30 tries it will go past that point and run great. If we spray starter fluid into the carb it will also ease past 2000 rpm's. Our latest theory is that we had a clogged mid-range jet, so have torn apart the carb and cleaned it well. None of the jets were clogged. All the jets are different sizes, though, and we're not sure if that is normal. The left jets are all similar sizes and the right jets are similar sizes, but they don't match up. Also, the motor runs fine at the shop but not in a lake. Please help if you have any ideas!

Are you talking about a pretty cold lake?

Maybe the thermostats or poppit are stuck open and it's way overcooling.
