1994 Evinrude 70hp. Wont start!!

Okay, so I am about to give up on this thing so I hope someone can help!

I have spark, good compression, fuel, and timing. It is a 2 stroke, what the hell else do I need?!! Why isn't this thing starting? Okay, here is the story...

I bought the motor blown up and in pieces. I had it bored and then I rebuilt it. At first I had fuel pump issues so I bought a new pump. Then I had issues with proper spark plugs. Fixed that too. Then it started!! My excitement was short lived. I brought it out to the lake, put it in the water with great expectation. It idled rough (but it was running, yay) then fouled the plug in the middle cylinder. So I replaced that, it started again and then it would not idle at all. While having it running at high idle (the only way it would stay running) there was a loud noise like it was seizing. I immediatly shut it off and almost cried, thinking the piston was blown. THEN i did a compression test and guess what..it still had good compression. WTF?? The next time I tried to start it, it acted like a car that needed to be timed, and wouldnt start. That is where I am at now.

I have put way too much time into this thing, most of it standing and scratching my head. I really hope someone can shed light on this for me..

check the woodruff key on the flywheel, if you did not torque the flywheel,and the shaft had oil on it, the key could be sheared, throwing timing off. also did you do a link n sinc? what are your compression numbers. if you are setting idle on muffs, you can get close, set around 850 on muffs, then fine tune in the water with the engine running in gear. on muffs, there is no back pressure on the exhaust.
