Does it hurt to overfill uppergaer case "stringer"

When I refill my 1975 OMC upper gearcase ( which has a short dipstick ) it always hard to tell when it's close to the full mark. I always have to let some drain out. I was wondering if it would hurt to leave it full to the top or does the heat expansion force oil past the seal and damage them?

It will either push a seal out or rupture the rubber.
