Johnson water pump pressure

I have a 1988 225 hp Johnson on my boat.
The boat is equipped with a water pump pressure gauge.
My question is, how much water pump pressure should I be getting from this engine?
It idles on about 3 lbs and goes up to about 9 lbs at around 4000 RPM.
I thought that this may be a little low, so I replaced the water pump with a new kit.
The pressure remained about the same.
The old pump impeller and housing looked good.
The tale tell stream is ok at idle and good at higher rpms.

recheck the poppet valve, did you remove the grommet and clean the casting of all corrosion. the poppet valve controls the water pressure and if it sticks open it will over heat at low speeds. A previous post from someone with a similar motor to yours, a V6, said he got 18-20psi at Wfo or 5800-6000 rpm.This is on the water, moving, not on the hose. On the hose at idle, 6-8psi.
