I would use what was there originally as a guide. On my boat it was just matt that held in the stringers and I used that as a guide. What you are proposing sounds plenty, depending on the boat, maybe even too much. But I am not a fibreglass expert. Maybe even two of each would be enough, I'll let the experts comment on that.
