I have something weird going on with my 89 Evinrude XP200. someties when at WOT it will drop down to approx 4900-5000 rpms it usally runs 5500-5800. the VRO, Power pack And rectifier have been replaced. You can stop engine and sit for awhile and sometimes it will go away sometimes not. i have been through the wiring on the engine and cleaned the all the connections. my mechanic has set the timing and he cant get it to do it when he takes it out. any suggestions would be great. TY you guys!

P.S. there is a black plastic arm with a handle that can be turned at the top of the engine that looks like it adjust the timing and/or spark advance. is there away that i can adjust it?

Sounds like you are dropping spark on a cylinder. You need to find out which one. Try removing the spark plug leads (carefully - use an insulated pair of pliers) one at a time and find the one that doesn't make any difference to the motor revs. Suspect a problem with the coil for that cylinder. YOu can swap around the coils between cyilnders to see if the problem migrates with the coil.

Don't play around with the timing (with that knob) unless you have a timing light and you know what you are doing.
