OMC/BRP V4 solenoids all have two small wires connecting to the two small connectors. One is a ground and one is 12 volts from the ignition switch. The ground wire needs to be securely grounded to the engine block.
The 12 volt supply
to the ignition switch comes from the small red fused wire connected to the large post on the solenoid.
You can jump 12 volts from there to the small positive connection, but check the 20 Amp fuse first.
If the fuse is OK and the solenoid works OK when jumped, I would next check the large red harness plug, then the ignition switch.
