Default Mariner 40 HP cooling problem

Engine not cooling, prior symptoms were water from the upper discharge when cranking over but not running, as soon as engine starts water is lost at the upper discharge. This is a through prop exhaust. Removed and replace water pump with standard kit, still does the same. Double checked the tube to pump fit and I believe it is sealing. Connected hose to water tube with lower unit off and started. Cooled fine at very little water pressure form hose. Head temp as cold as the well water it came from. What am I missing. I repair tractor but not much on this. I thought if water supplied from the hose cools it then if the pump is doing it's job is would be the same?

I believe 1987, Model 40ELTO Code 6E9-L and Serial is 501426, w\ oil injection.

Randy, first let me say I have never worked on a japanize mariner in my life so I had to go to the parts book to look at a picture to se what you have got and if you have already installed a kit I would look for a leak on the vacume side of the pump--a crack in the area between the exhaust and water pickup in the housing, so merc you need to seal the area between the w/pump plates and the exhaust tube with the silcone. Sorry I should have told you first then I get a problem unit to make sure the pump is working I take a 3/8 drive 3/8 allen wrench and attach it to the drive shaft with a piece of hose and use a electric drill to turn the shaft, then submerge the pump in a water tank to ck the pump. Once pumping slowly lift the unit, it should continue to till the water intakes come out of the water or the vacume leak comes out of the water. Hope this helps - Bob
