89 40hp Evinrude carb problems

I have a 1989 40 Hourse Evinrude Model # E40ELCEC. It was running very rough and dying almost immediately. I cleaned, blew out and replaced all the seals in the carbs. I'm wondering what the base setting is for the needle valves. I was told that if I wasn't carful with the settings ie (1 turn out) that I'd run lean and fry a piston. Any ideas?

2nd Question. The fuel lines that go into the carbs. There are 3, I believe the small one is the primer, the onther 2 are larger. One comes directly form the fuel pump and the other goes from carb to carb. The one that goes carb to carb. Should it go to the top inlet on the carb or the lower?? Any help anyone could be would be much appreciated. I bought a clymers manual and it doesn't have any of this information!

did you remove the jets, and clean them, also the float needle seat? go to brp_evinrude.com literature/engine diagrams, complete diagrams and parts list. you'll see where the hoses go.

I did clean out both the jets. I went to brp_evinrude.com and the web address didn't exist. any other ideas??

Alright heres the deal. I can start the engine, it runs and dies and then wont start again until I pull the plugs and blow them off. The plugs are soaked with fuel.

Heres the whole story: I removed the VRO pump and replace it with a traditional fuel pump, run mixed fuel. I didn't change any of the hoses except the fuel in now goes to the Fuel pump and the hose coming off the pump has a 3 way splitter on it. One goes to the primer, 1 to each carb. The pulse line that went to the vro pump is plugged with a bold and hose clamp. I pulled off both carbs and cleaned them, blew them out and replaced the seals, needle and seat. Does anyone have any idea as to what I may have done wrong?

1) Inlet needle and seat installed wrong in one or both carbs. 2) Float installed incorrectly or incorrectly adjusted in one or both carbs. 3) Primer solenoid (red knob) set in the manual position. 4) Incorrect plumbing on the fuel pump replacement. Those are just a the main causes of excess fuel. As for the mixture screw, those are IDLE mixture screws and have no effect on high speed performance so they will not destroy your engine if set wrong. They do need to be set with the engine IN the water, not on muffs. Idle speed must also be set with the engine in the water. The Clymer manual tells you how to set both.

Well I removed the carbs again, I checked the needle seat and needle, they look ok. The adjustment on the float is exactly were it is supposed to be according to the instructions that came with the carb rebuild kit. That leaves me with the the fuel pump plumbing and the primer. How do I know if the primer is in manual? Also, what could I have possibly screwed up with the fuel pump plumbing?
