I will probably get looked down on for saying this, but I would just try cleaning it really good first. Umm, I have had three motors which hadn't run in anywhere from 5 to 15 years and all I did was clean them up really good and they work fine. Just be really careful when taking the carb off of the intake not to tear the gasket and be really careful not to tear any other gaskets or rubber seals in the process. Go to the parts store and get at least two cans of carb cleaner and clean the piss out off it. Do all of the cleaning over a small bucket or something to catch the excess carb cleaner. Then let the parts sit and soak in the leftover liquid in the bucket over night and blow them off again the next day. you will want to wear rubber gloves while doing this and I recommend a small wire brush to get the nitty gritty out, you could also scrape with a small flat screwdriver.
