I have A '72 85HP Evinrude that's starting to drive me nuts. Motor was running fine and I started having problems with it bogging out at half throttle and above. Checked the fuel pump and filter and found a little 'gunk'.
Cleaned out the lines, replaced the pump and rebuilt the carbs.
After this, it started up with no problem, but put it in gear and give some gas and it stalls out. Adjusted the idle screws and it ran better and would take more throttle but still bogs out and stalls. It seams like it would take all the gas you want to give it in neutral, but for obvious reasons I'm no going to try it. The strange thing is it will take all the throttle you care to give it in reverse.
Local 'mechanic' told me to bump the choke when it starts to bog out and stall, but it only accelerated the motor stalling.
I'm out of ideas, and hoping someone might point me in the right direction. I ordered a manual, but it will be a while before it gets to me.
I would check your spark on all cylinders AND check to make sure your plugs aren't fouling out. I had a similar issue on my 1977 70 HP rude; it would bog down past half throttle. After doing what you basically just did it ended up being a fouled bottom cylinder plug. Changed plug and ran great.
common problem when the carbs, are not properly done. did you use the special screwdriver and remove the high speeds jets, that are hidden way down in the hole of the drain plug on the front of the carb? these have to be removed and the area clean of any varnish, to shiney clean. the tool can be made with a quality screwdriver. i used my belt sander to narrow it down to fit. picture is compliments of FR.

I have spark on all cylinders, though the plugs are damp. That may be from adjusting the idle screws. I'm going to change out the plugs just to be sure.

Concerning the drain hole, are you referring the the two small bolts that serve as plugs on either side of the bottom of the bowl?
I am pretty sure I had removed and cleaned every part, but you never know, I may have missed something.
