after a wide open run in choppy water i can pull the control back idles down to about 2000 rpm can't pull it into neutral if i gas it 2 or 3 time's fast i can manage to get into neutral

Maybe have some corrosion in your throttle cable. Might remove it from the engine and see if the problem is engine or control/cable related. Slides on the engine need to be lubed up good......lubriplate white grease or Merc Teflon are two good greases.
