96 60hp merc bigfoot with rpm issues HELP!

My bigfoot (2 stroke) is on a 24 foot pontoon and it seem that after running WOT for about 20min it will slowly decellerate and finally die. Starts right up, but will only reach 2400 rpms anything over that it will die again. This seems to only happen at night. I ran it during the day for 1 hour straight WOT and it would not do it. Maybe it was because I was at the repair shop trying to get it to do it.:D Would a stator over heat and cause this? It seems like it has a hard time keeping up a charge when running any electrics. If I have the nav lights on and two 55 watt lights it only get the volt meter up to 12 volts at WOT. I have replaced the spark plugs, fuel filter, and water pump. One other thing, it seems to have an excess of white goo (oil water mix) on the carbs after running it this long. This is my first pontoon and newer motor, I'm use to an 85 50hp 2-stroke merc. Any help for a first timer would be great!!!

check that your tank vent is open as it sounds like fuel starvation ,if it has carbs with built in pumps you may need to service them as the diaphrams in pump can weaken and give the symptoms you describe ,good luck
