Steering Locked

I disassembled my rotary steering helm at one point during restoration and I have this feeling I caused "total failure of the system" as the Teleflex document describes. The steering is 100% locked up, so tonight I am going to determine if the cable is actually to blame. I am just curious if such a failure is actually common if you disassemble one of these things. Also...anyone have any good online resources for steering wheels WITH hubs included?

Update: So I was able to disconnect the cable from the motor and my problem is clearly a seized cable. I was able to move it a tiny bit more, but I had to crank the wheel to near breaking point. I realize it should be replaced, but is there perhaps a remedy for this. At one point I read something about heating the end of the cable with a torch. Any specifics on this process?
