1995 Johnson 200 Oceanrunner can't got over 2500 rpm

I have put over 20 hours on he motor so far this year and has be running great, we trolled 25 miles on Sat for musky at 5 mph went out sunday got on plan for about 2 minutes then the motor slowed down and would not over 2500 rpm, turned motor off checked plugs look great (Med brown color)
head not hot to the touch. waited 5 minutes started up went about 2 miles same thing, came in with kicker motor back to the dock, replaced fuel filter water seperator filter plugs checked oil (ok) Back flushed motor. started up and let run in well for 1 hour, ran fine went for ride, got on plan 1/4 mile later same thing she just slows right down to 2500 rpm.
I'm thinking about taking out the thermostat and running the motor in the well to see if there is any sand or dirt in
system, and will replace the stat with a new one also will replace the impeller, it has around 400 hours on it but I still get psi or more at full throttle.

I need help please.
oh the warning beeper has been unplugged for 8 years it's been replaced 3 time for weid problem like when I put the key in at turn on the assessory no motor running the beeper beeps very loud and fast ( dealer replaced under warrenty and a week later it did the same thing they went thru the every thing in the system and it check out fine, we got the johsnon Factory rep involved the told us to unplug the wire for the beep , we did and she runns great til now.

sounds like it's going into slow mode. overheat sensor,

After installing new water pump and both T-stats, the problem was still there.
did some more calling around to a few more marine techs, and got hold of a new CDI unit , installed it and back in to normal, we hooked up the warning beeper again it no longer goe's crazy when I turn the key on.
We found a service Pub that tells you if your getting a lot of false warning beeps it's your cdi unit going bad. !!!!!!!!!!!!!!!!!
