1970 Mercury 110 9.8 hp engine, timing and synch troubles - manual is not too helpful

Hello there.

So, I'm trying to link and synch my 110... This is the procedure Seloc gives me.. I'm listing this below .

So my problem is step #11
it says, "11. Back off the twist grip throttle until the ohmmeter indicates the points just open. At this point the throttle lever should barely make contact with the ignition cam"

Well, when I get the ohmmeter to indicate the points are just open, the throttle lever is not just barely making contact with the ignition cam - it's got about 1 1/2" of play until the twist grip gets it close enough to the cam to be "barely touching".
How the heck to adjust that? Do I have the maximum advance adjustment wrong?

Any ideas?

Maximum Advance Adjustment

1. Remove the engine cowling.

2. Move the shift lever to the FORWARD position.

3. Remove the spark plug(s) to relieve compression in the cylinders.

4. Install a dial indicator in the No. 1 (top on twins) spark plug opening.

5. Slowly rotate the flywheel clockwise and determine TDC for the No. 1 cylinder. Once TDC is reached, reset the dial indicator to 0?.

6. Connect one lead of an Ohmmeter to the white contact lead of the point set for the No. 1 cylinder. Connect the other meter lead to a good ground on the engine.

7. Slowly rotate the flywheel counterclockwise until the required BTDC position is reached on the dial indicator, as listed in the General Engine & Tune-Up Specifications chart.

8. Advance the twist grip throttle to the wide open position. At this position adjust the maximum advance stop screw until the ohmmeter indicates the points have just opened at the required BTDC position as listed in the Specifications.

9. Check for 0.050 in. (1.3mm) clearance between the cam and the throttle lever. If an adjustment is required, loosen the screw on top of the carburetor and adjust the carburetor lever to obtain the 0.050 in. (1.3mm) clearance. Tighten the screw securely to hold the adjustment.

10. Now, slowly rotate the flywheel clockwise until the dial meter indicates the piston is ATDC per the General Engine & Tune-Up Specifications chart.

11. Back off the twist grip throttle until the ohmmeter indicates the points just open. At this point the throttle lever should barely make contact with the ignition cam.
