Mercury 4.5 no cooling problem

I have an older (90,s) Mercury 4.5 HP that does not circulate for cooling. Has been sitting in garage for 5 years. A little Mistery Oil down the output? Where does the water enter the cooling system? I stuck a hose against the output tube and the water came out around the propeller.Thanks

Change the Impeller in the lower unit..........
