Hello! I have an '88 Evinrude 28 hse. I get surges at 1/2 throttle and after engine warms up at full throttle.Carb rebuilt and dipped,(no fuel prob.) good spark at plugs.
changed outer coil cause one out of two was not that good now both are ok.
Could this be an ignition mod. prob.? as the power pack and sensor is built into one.
